The International Education Quality Assurance System (IEQAS) is how the Ministry of Education and National Research Foundation of Korea certify universities that recruit and look after international students well. 01How it works
How certification works
4th cycle, 2025 to 2028. Certification lasts four years. A university certified in the 2025 review is certified from March 2026 to February 2030. A university certified in the 2026 review gets three years, March 2027 to February 2030, so every certificate in the cycle ends together.

The illegal stay rate must be met first. Nothing else is counted unless this passes.

Three areas, ten indicators
A. Strategy and selection, B. Student support, C. Management and outcomes. Each area has three indicators; an area passes when at least 2 of its 3 indicators pass, and all three areas must pass.

Quantitative and qualitative
Quantitative indicators are a rate against a fixed line. Qualitative indicators are scored 0 to 4 or 0 to 5 by reviewers against written criteria and pass at 3 points or more.

Document review, then site visit
The review panel checks the submitted figures and report on paper, the certification committee makes a provisional decision, a site visit may follow (checking evidence and interviewing international students), then objections are heard and the final decision is announced.

Four years, checked every year
Certification is not a one-time badge. Every year during the certification period the university is checked again. If it fails to keep the standards, or submits false material, the certification can be cancelled or withdrawn, with sanctions of up to three years.

Two tracks
Degree programs (bachelor and graduate) and the Korean language course (어학연수과정) are reviewed as two separate tracks. A university may apply for the degree track alone. The language course can only be certified when the degree track is certified or applied for at the same time; if the degree certification is lost, the language course certification is lost with it.

Who can apply
To apply, a university needs at least 20 international students in degree programs on 1 April of the review year, and at least 20 language course students for the language track. Universities under financial crisis designation, without institutional accreditation, or under visa scrutiny cannot apply.

What certified universities receive
The handbook lists these supports for certified universities.
- 1Simpler visa procedure: the visa is reviewed on the standard admission letter alone, and the maximum period of stay is granted. Nationals of countries on the Ministry of Justice notice list and priority management list still submit proof of finances.
- 2The university may admit language course students up to 100% of its new-student quota.
- 3Master and doctoral admits can receive an electronic visa regardless of nationality, except nationals of Syria and Kosovo.
- 4Eligible to host Global Korea Scholarship (GKS) students, and preferred at overseas Study in Korea fairs.
- 5Listed as a certified university on the Study in Korea system (28 languages) and other official Ministry sites; the list is shared with the Ministry of Justice and foreign governments.

Keeping the certification
For the degree track, a certified university keeps its certification by meeting the basic requirement and at least 3 of 4 core indicators: dropout rate, tuition burden rate, Korean law education, and language proficiency of new and enrolled students (each 40% or more).

How it is counted
Students who became illegal stayers in the most recent year, divided by the international students enrolled on 1 April of the review year (degree students plus joint-program, exchange and visiting students).
Band for HTUS
With fewer than 50 international students, no more than 1 illegal stayer; with 50 to 99, no more than 2. A university that passes the dropout indicator may still pass with a rate under 4 percent when it has fewer than 200 students.

How it is counted
Four criteria: are the goals of the international office sound, does it evaluate its own results and improve, does it have enough dedicated staff (full-time equivalents) for international students, and is its budget share of the university budget adequate (scholarships excluded).

How it is counted
Four criteria: an admission plan with published procedures and qualification standards, an admissions committee for international students, admission files kept and each applicant assessed strictly (documents, test, interview), and a review of the previous year’s admissions.

Tuition burden rate of international students

Standard
80 percent or more for universities in the capital region (Seoul, Incheon, Gyeonggi); 70 percent or more elsewhere. Bachelor level only; graduate schools of a university are not assessed.
How it is counted
Average tuition actually paid by an international student, divided by the average paid by a Korean student. Tuition minus university scholarships, for two semesters (fall of the previous year and spring of the review year). Admission fees are not counted.
Band for HTUS
HTUS is in Gwangju, outside the capital region: 70 percent or more.

Korean law education

Standard
Held at least once a year, at least one hour long, and completed by 60 percent or more of enrolled international students.
How it is counted
The session must cover laws on sexual harassment, prostitution and domestic violence, and may add immigration and residence rules, criminal law and drug prevention. Completion of the Ministry of Justice social integration program (level 5 or above) or the early adaptation program also counts, through to graduation.

Academic support

Standard
3 points or more out of 5: four or more support programs per semester, plus the required rule on video-only lectures.
How it is counted
Required: a binding university rule that limits pre-recorded video-only courses to 30 percent of the credits an international student completes in a year or semester. Programs counted include tutoring, mentoring and buddy schemes, Korean language support, research and conference support, and cultural visits.

3 points or more out of 5: three or more programs per semester, judged on the weaker of the two semesters.
How it is counted
Housing, exchange with Korean students, local community programs, career counselling, job fairs and employment guidance, including jobs with local companies. A program counts only when 5 percent or more of enrolled international students take part.

Degree students who dropped out between 1 March of the previous year and 28 February of the review year, divided by international degree students enrolled on 1 April of the previous year. Taken from the public university disclosure data.

Fewer than 100 international students: under 8 percent.

Certified language proficiency

Standard
All three parts must pass. New students: 40 percent or more (30 percent applied in the 2025 review). Enrolled students: 40 percent or more. Common: certified language proficiency written into the graduation requirements.
How it is counted
New students: share of new and transfer entrants (two semesters) holding TOPIK level 3 or higher, or TOEFL 530 / iBT 59 for English-track programs. Enrolled students: share of all international students holding TOPIK level 4 or higher on 1 April, from the public disclosure data. Ministry of Justice social integration program levels and King Sejong Institute levels are also accepted; from 2026, one year or more at a university language institute with its own assessment counts too.
Band for HTUS
New students 40 percent at TOPIK 3 or higher (30 percent for 2025); enrolled students 40 percent at TOPIK 4 or higher; a graduation language requirement in the school rules.

Standard
At least one satisfaction survey of international students in the two review semesters, and 3 points or more out of 4 on the qualitative review.
How it is counted
Five criteria: a yearly survey plan covering school life, career, housing and counselling; a sound sample and response rate; results fed back into the next year’s plan; tracking of graduates’ careers and employment; and an alumni association for international students.

What this means for you
The indicators are measured on the university, but most of them are made of what students do every semester. Each line names the indicator it feeds.
Go to class and finish each semester
Students who leave before finishing count toward the dropout rate. Under 8 percent is the line for a university of our size.
C-1 Dropout rate
Attend the Korean law education session
It is held at least once a year, lasts one hour or more, and 60 percent of international students must complete it for the indicator to pass.
B-1 Korean law education
Keep working on TOPIK
New students are counted at TOPIK 3 or higher, enrolled students at TOPIK 4 or higher, each 40 percent. The school also keeps a language requirement for graduation.
C-2 Language proficiency
Keep your stay legal
Keep your visa and period of stay valid, and talk to the office early if anything changes. The illegal stay rate is the basic requirement; with fewer than 100 students, one or two cases decide it.

Pre-recorded video-only courses may make up no more than 30 percent of the credits you complete in a semester or year.
B-2 Academic support
Answer the satisfaction survey and join programs
A satisfaction survey is held every year and feeds the next plan. Support programs count only when 5 percent or more of students take part.
